Although the background in a relief carving doesn't have to be perfectly flat, it must appear flat.
Here's an easy-to-make gauge for checking depth across different parts of your relief carving.

Frank - You would shape the characters as you would any low relief carving. The trick, as ever, is in the tool control and not cutting into the clean background. You can see me carve the picture above, and a low relief, in my "Woodcarving Course & Reference manual" (Fox-Chapel).
